This is a list of Congresswoman Moore’s Community Funding Project requests to the House Appropriations Committee for potential inclusion in the House’s Fiscal Year (FY) 2023 appropriation bills.  Inclusion on this list does not ensure the House Appropriations Committee will fund the project.  Only those projects that are included in the FY 23 funding bills that are signed into law will be funded.  Below are brief summaries of the projects and a letter for each project certifying that neither Congresswoman Moore or her immediate family have any financial interests in that project.  

INTERIOR AND ENVIRONMENT APPROPRIATIONS BILL

Village of Whitefish Bay Lead Service Line Replacements Project -- $1 million

The entity to receive funding for this project is the Village of Whitefish Bay, Wisconsin, located at 5300 N. Marlborough Drive, Whitefish Bay, Wisconsin 53217.

The funding would be used for replacing 144 lead service lines and approximately one mile of aging water main.

The project has a federal nexus because the funding provided is for purposes authorized by Section 1452 of the Safe Drinking Water Act, 42 U.S.C. 300j-12.

LABOR, HEALTH AND HUMAN SERVICES, EDUCATION, AND RELATED AGENCIES APPROPRIATIONS BILL

Mobile Tele-Optometry Equipment for School-Based Vision Services – $257,161

The entity to receive funding for this project is Progressive Community Health Centers Inc., located at 3522 W. Lisbon Avenue Milwaukee, WI 53208

The funding would be used to purchase two mobile tele-optometry diagnostic units to expand school-based vision services. At full implementation, the program is projected to provide 1,200 to 1,400 comprehensive eye exams annually.

The project has a federal nexus because the funding provided is for purposes authorized under the Public Health Service Act.

TRANSPORTATION, HOUSING AND URBAN DEVELOPMENT, AND RELATED AGENCIES APPROPRIATIONS BILL

Underground Fuel Tanks project--$2.5 million

The entity to receive funding for this project is the Milwaukee County Department of Transportation located at 10320 West Watertown Plank Rd, Wauwatosa, WI 53226.

The funding would be used for the excavation and replacement of underground fuel storage tanks at two sites where hundreds of transit buses are refueled daily.   The project is an appropriate use of taxpayer funds because its successful completion will ensure that the transit system and the public services it provides remain dependable, safe, and capable of meeting regional mobility needs

The project has a federal nexus because funding is authorized for public transportation capital projects under chapter 53 of title 49 of the United States code.

Urban Fire Training Tower Replacement and Multi Structure Simulation Complex project--$1.35 million

The entity to receive funding for this project is the Milwaukee Fire Department, located at 711 W. Wells Street, Milwaukee, WI 53233.

The funding would be used for the demolition and replacement of an existing fire training tower, originally built in 1977 that has reached the end of its useful life.  The newly constructed training tower would be built to current safety and performance standards and would support live-fire evolutions, high-rise and standpipe operations, ventilation training, rapid-intervention scenarios, and command-level decision-making exercises. The project is an appropriate use of taxpayer funds because these additions would enable firefighters to train in realistic, multi-building fireground scenarios that mirror the City’s operational environment.  The benefits include improving firefighter safety, injury reduction, and supporting readiness.

The project has a federal nexus because funding requested is consistent with the goals of one or more of the following eligible uses of the Community Development Fund (CDF): 42 U.S.C. 5305(a)(1), 42 U.S.C. 5305(a)(2), 42 U.S.C. 5305(a)(4), and 42 U.S.C. 5305(a)(5).

Emergency Communications Center Infrastructure Modernization and Physical Consolidation Project --$2 million

The entity to receive funding for this project is the City of Milwaukee, Department of Emergency Communications located at 2333 N 49th St, Milwaukee, WI 53210.

The funding would be used to modernize the City’s Emergency Communications Center by replacing aging under-floor data and electrical infrastructure, removing structural barriers that separate operations, and installing approximately 52 modern public safety console workstations designed for continuous 24-hour operations. This is an appropriate use of taxpayer funding because this investment will strengthen the reliability and performance of the region’s 9-1-1 system serving the City of Milwaukee. 

The project has a federal nexus because funding requested is consistent with the goals of one or more of the following eligible uses of the Community Development Fund (CDF): 42 U.S.C. 5305(a)(1), 42 U.S.C. 5305(a)(2), 42 U.S.C. 5305(a)(4), and 42 U.S.C. 5305(a)(5).

Tribal Community Development Investment Program--$2.5 million.

The entity to receive funding for this project is the Wisconsin Economic Development Corporation, located at 2352 S. Park Street, Suite 303, Madison, WI 53713.

The funding would be used to support tribal development statewide, including in WI-04.  Funding would be used to provide targeted capital grants to Tribal Enterprises, Tribal Governments, and Tribal Business Development Centers to support the construction, renovation, or restoration of commercial facilities that foster entrepreneurship and small business growth.   These facilities will support business formation, workforce participation, and economic mobility for Native individuals who contribute to the workforce and economy of WI-04. The project is an appropriate use of taxpayer funds because these investments will strengthen entrepreneurship in communities struggling with poverty and high employment, generating jobs and boosting tribal economies.

Active Living & Longevity Infrastructure Strategy (ALLIS) Project--$2.5 million

The entity to receive funding for this project is the city of West Allis located at 7525 West Greenfield Avenue, West Allis WI 53214.

The funding would be used for architectural services and renovations in order to co-locate the Southwest Suburban Health Department and the highly utilized West Allis Senior Center at a recently acquired property. Rather than investing in maintaining aging facilities, a new facility would help create a safer, fully accessible, and operationally efficient long-term solution.

The project has a federal nexus because funding requested is consistent with the goals of one or more of the following eligible uses of the Community Development Fund (CDF): 42 U.S.C. 5305(a)(1), 42 U.S.C. 5305(a)(2), 42 U.S.C. 5305(a)(4), and 42 U.S.C. 5305(a)(5).

Metcalfe Park Senior Housing Development Project--$1 million

The entity to receive funding for this project is the City of Milwaukee, located at 809 North Broadway, Milwaukee, WI 53202.

The funding would be used to support the redevelopment of a historic building that has been vacant since the 1960’s into an 83-unit affordable senior housing in the Metcalfe Park neighborhood. The project is an appropriate use of taxpayer funds because it will transform an underutilized historic building into a vibrant housing community, improving neighborhood stability, supporting aging residents, and strengthening economic activity.

The project has a federal nexus because funding requested is consistent with the goals of one or more of the following eligible uses of the Community Development Fund (CDF): 42 U.S.C. 5305(a)(1), 42 U.S.C. 5305(a)(2), 42 U.S.C. 5305(a)(4), and 42 U.S.C. 5305(a)(5).

Electricity Program Expansion at Walker’s Square--$1.91 million

The entity to receive funding for this project is the Milwaukee  Area Technical College (MATC) located at 700 West State Street, Milwaukee, WI 53233.

The funding would be used for renovations and upgrades to MATC’s Walker’s Square Education Center, including new equipment and construction of dedicated labs and classrooms, in order to expand MATC’s electricity technical diploma and apprenticeship programs.  The project is an appropriate use of taxpayer funds because it will support economic development activities through job training that benefit persons of low and moderate income.  The program expansion will counteract a growing shortage of skilled electrical workers in the area by increasing training capacity, and expanding access to and training with, industry-relevant equipment.

Milwaukee Public Library Modernization project—$2.5 million

The entity to receive funding for this project is Milwaukee Public Library located at 814 West Wisconsin Avenue, Milwaukee, WI 53233.

The funding would address library capital needs, especially at aging but critical facilities in the library system.  Requested funding would support the construction of a replacement of the Capital Branch and contribute to the restoring and modernizing of the Central Library through the creation of a flexible conference center on the first floor, among other updates.  The Capital Branch, constructed in 1964, is one of the oldest facilities in the system.  The Central Library current location opened in 1898.

Priority Housing Development project--$2.25 million

The entity to receive funding for this project is the City of Milwaukee, located at 809 N. Broadway, Milwaukee, WI 53202.

The funding would be used for critically needed housing projects, in conjunction with stakeholders, to prevent homelessness and increase the affordable housing supply in the district.  Funding will support the construction of ten new single-family modular homes for purchase by first-time, low-to-moderate income families and the creation of 25 housing units targeted for families leaving homelessness.

The project is an appropriate use of taxpayer funds because the development of safe, affordable housing, especially with families in mind, is key to community success and economic development.  Shortages in such housing has been identified as a local need and priority.

The project has a federal nexus because funding requested is consistent with the goals of one or more of the following eligible uses of the Community Development Fund (CDF): 42 U.S.C. 5305(a)(1), 42 U.S.C. 5305(a)(2), 42 U.S.C. 5305(a)(4), and 42 U.S.C. 5305(a)(5).

Revive Housing--$3 million

The entity to receive funding for this project is the City of Milwaukee, located at 809 N. Broadway, Milwaukee, WI 53202.

The funding would help construct 25 new homes for low-income and moderate income homebuyers (less than 80% of Area Median Income) on formerly city-owned vacant lots, increasing local homeownership rates and reducing barriers to homeownership.

The project is an appropriate use of taxpayer funds because substantial gaps remain in housing affordability in the City of Milwaukee. Continued efforts are required to expand the availability of affordable, accessible, and diverse housing options—and to ensure that all residents, regardless of income or circumstance, have the opportunity to live in safe, stable, and healthy homes

Sanitary and Storm Bypass Pump and Lift Station Modernization project—$1.5 million

The entity to receive funding for this project is the City of Milwaukee’s Department of Public Works located at 841 N. Broadway, 5th Floor, Milwaukee, WI 53202.

The funding would be used to replace sanitary sewer bypass pump control cabinets that have been deemed to be obsolete or at risk of future flooding and elevate the cabinets and the components within to provide greater protection from flood waters. Further, existing pumps and water level sensing equipment will be upgraded to newer and more reliable technologies.
