This is a list of Congresswoman Moore’s Community Funding Project requests to the House Appropriations Committee for potential inclusion in the House’s Fiscal Year (FY) 2026 appropriation bills.  Inclusion on this list does not ensure the House Appropriations Committee will fund the project. Only those projects that are included in the FY 26 funding bills that are signed into law will be funded.  Below are brief summaries of the projects and a letter for each project certifying that neither Congresswoman Moore or her immediate family have any financial interests in that project.  

Veterans PTSD Justice Involvement Prevention Support Battle Buddy App project–$133,000. The entity to receive funding is Great Lakes Dry Hootch Inc. located at 1030 E. Brady St., Milwaukee, WI 53202.

  • The project aims to help support veterans struggling with PTSD/Substance Use Disorder who are more likely to interact with law enforcement/justice system through use of a BattlePeer app to provide veteran peer-to-peer support in a digital format.  The project will impact 150 veterans in WI-04 with dual diagnosis PTSD/OUD.  The downstream effects of this program will include improving outcomes for veteran families, children, and reducing justice involvement for the veterans who will participate.

Comprehensive Prevention and Education Program--$300,000. The entity to receive funding is Word of Hope Ministries Inc. located at  2677 N. 40th St, Milwaukee, WI 53210.

  • This project would support an innovative integrated program that combines business development, prison re-entry services, and access to substance abuse and mental health treatment. This comprehensive approach addresses multiple criminogenic factors while promoting sustainable community reintegration.
  • The project is an appropriate use of taxpayer funds because entrepreneurship programs have demonstrated recidivism rates as low as 7.2%, significantly below national averages.   Data shows that returning individuals who pursue entrepreneurship are 33% less likely to reoffend.  Reduced recidivism leads to substantial taxpayer savings in incarceration costs.

Communications Unit Public Safety Dispatch Consoles and Equipment Project—$815,000. The entity to receive funding is the City of West Allis’ Police Department located at 11301 W. Lincoln Ave., West Allis WI 53227.

  • Funding would be used to procure dispatch center consoles and equipment that are reaching the end of their useful life.  This project will improve community and first responder safety by improving the ability of the City of West Allis and its’ dispatchers and first responders in providing high quality services to those in immediate need of assistance, especially those involved in crisis situations

Financial Certification Form 

Milwaukee Police Department’s Public Safety Radio System Upgrade Project—$3 million. The entity to receive funding is the city of Milwaukee located at 749 W. State St., Milwaukee, WI 53233.

  • The funding would be used to purchase 545 new public safety radios to replace an aging existing system.

Marquette University Police Department's Near West Side Trauma Informed Intervention Program—$1.2 million.  The entity to receive funding is the Marquette University Police Department, located at 749 N. 16th St., Milwaukee, WI 53233.

  • The project would support funding to provide mental health and crisis intervention services to trauma-impacted community members.
